The eATA Carnet project aims to digitalise ATA Carnets and their lifecycle management process – from issuance and declarations to transactions and claims. This page has been designed to help LCCI eATA pilot participants with their digital Carnet journey.
The purpose of the eATA Carnet pilot is to validate the digital ATA Carnet concept and to demonstrate that all aspects of the ATA Carnet lifecycle management can be carried out electronically, in order to facilitate transition from a paper-based document to a digital one.
The pilot will involve processing of both the paper and digital Carnet in tandem (the digital Carnet will only be processed if both the port of departure and port of arrival are participating in the pilot).

Guides to help you use digital Carnets
For Carnet users
The International Chambers of Commerce (ICC) has produced a helpful tutorial video to take you through the pilot ATA Carnet system. Click here to watch the video.
You can also read a step-by-step guide produced by LCCI to help you use the ATA Carnet app. Click here to read the guide.

For Borderforce / HMRC
ATA Carnet Pilot will involve processing digital and paper Carnets in tandem. This will enable WCO to determine whether the current procedures can be reproduced accurately and robustly in the digital environment. Alongside HMRC, we have produced a guide to outline steps that must be taken when processing digital Carnets alongside paper ones. Click here to view the guide.
