The eATA Carnet project aims to digitalise ATA Carnets and their lifecycle management process – from issuance and declarations to transactions and claims. United Kingdom started digitalising its ATA Carnet procedures in 2021 as part of the global initiative led by the International Chamber of Commerce and the World Customs Organisation.

This page has been designed to help UK ATA Carnet users with their digital Carnet journey.

eATA Project Timelines

HMRC and UKNATACO are currently working on getting the UK ports ready to start processing live digital Carnets from 2026.

Carnet users will apply for digital Carnets via their existing Issuing Chamber. Once the application has been approved, the applicant will be able to download digital Carnet to their smartphone and create travel codes in the Carnet app. Customs will scan the QR code in order to process the declaration. User will receive a notification in their Carnet app once the transaction has been finalised by Customs.

Detailed overview of this process is shown below:

1- Apply for a Carnet

User applies for the Carnet online via the Issuing Body’s existing issuing platform.

2- Obtain PIN and ID

Once the Carnet application has been approved, the applicant will receive digital PIN and ID. Some systems will also provide a QR code that can be scanned in order to download the Carnet to the Wallet.

3- Install Carnet app to your smartphone

User downloads the ATA Carnet app from the App Store to their smartphone and registers their profile.

4- Download Carnet to the app

User downloads digital Carnet with a Carnet ID and PIN (or by scanning the Carnet QR Code).

5- Prepare Travel

User prepares outbound and return travel declarations in the ATA Carnet app.

6- Share the Travel Code with the person traveling with the goods

Holder can share travel codes or the whole Carnet with the person carrying the goods.

7- Declare goods to Customs

User presents the relevant QR code to Customs. Customs process the Declaration.
